Will test this, but why not make it possible for Italy to release these puppets?

It would be ahistorical. Italy was looking at recreating an Italian Empire, and the direct investment they poured into Eritrea in the 1930s reinforced that they were in it for the long run. I honestly saw no chance of that occurring. I suppose I could make it so that a democratic Italy would release them, but I doubt even that would result in the release of any colonies in the Horn of Africa as the majority of Africa was controlled by democratic states.

I don´t agree, Albania was not annexed for example but in an personal union with Italy while Italian East Africa had an viceroy. from what I understand they were looking for an "Indian" type of rule.
