See the list below. Discussion and comments regarding proposals and submissions are reserved for the appropriate thread.

Nothing should be posted in this thread until it has been posted in a thread for the appropiate region/land/topic and some period of time for comment and discussions has elapsed. If there is no thread for your subject, create one! There it can be discussed and support gathered. It will be some time (at least a week) between submission and implementation, to give time for reviews and comments.
Everything that are not bugs should be posted here.

When is enough support gathered?

It depends on the impact of your proposed change of course. Big changes need more widespread support. A guideline for changes that are not too big: If five persons are supporting it and two are against in the regional thread, after the discussion have died down, but not less that 10 days after it was suggested: post it! If someone get no response at all after 10 days, he should also post it.

How should a submission here look?

Change descriptions have to be concise but accurate, so that it's easy to know what's being changed. Submit the code if needed and if it's not too long.
Parse events and put in comments. This means checking for bugs in the code. Try Chad's online parser. For everything but small changes appropiate tests are needed, like trigging them manually from the cheat prompt (F12) and run a hands-off test with some far off obscure nation, like Kongo. Use cheats "ney", "columbus" and "pappenheim".
The proposed changes are in a well-known place, either the respective regional thread or a change proposals thread, just so there aren't any "surprises".
It will be required that each proposal include a link to the place (post or the page it is on) it was originally proposed and discussed. For very long thread, add the post number as well.
Everything agreed upon in the regional threads should be implemented, unless someone in the HC asks for the HC to vote upon it.
Get correct ID's to help the person doing the compilation. Feel free to ask me (in PM) what ID's tp use, or look them up yourself in the ID repository sticky.

How does the HC votes on submissions

Any HC member can bring up things for voting, if there is some issue that is deadlocked in the thread discussion since some time, or already submitted. If a HC member wants to vote on the inclusion of a submission or just a part of it, post in the Agenda Thread, and send an email to all HC members, or ask me to send it. As you understand from this it will take some time from raising a question to the voting is concluded, one or two weeks.
The results of the votes held so far are collected in the second post of the High Council thread.

Please don't use this thread, since it will clutter up really quick and we will then get back to the situation that no one really knows what new material is finished and ready for inclusion. If you want to discuss the submission, use the thread it came from. For other questions, or if you think your post in the appropiate thread is being overlooked, use the Agenda Thread or PM a HC member.

I posted this change in the Italy Thread, post No. 74. Mostly positive comment, and it is a very minor change. Please post comments there and not in this thread.

1474, If Ferrante I is King of Naples:

Choosing Queen Charlotte becomes choice C for Cyprus in the Two Queens event, Choice B allows the choice of Naples over Venice (the queen marries the Neapolitan heir).
If Naples chosen Cyprus is vassalized to Naples, relations change, they get a new monarch, and various events and monarchs are slept.
If Naples is chosen, in 1494 Cyprus gets an inheritance event to either accept Alfonso II of Naples as king or to go with a local. Just like the current situation with Venice
also added some triggers for the Venetian inheritance of Cyprus (VEN exists, and the event vassalizing Cyprus to Venice happened.)

From the compilation in the Beta Ottoman thread. The ideas come from other threads as well.

BYZ should start out as vassal of OE.
The starting alliance for OE ought to have higher relations with each other. They will declare lots of wars and have wars declared on them, with the current starting relations (0,0 and 50) the alliance will rapidly fall apart and OE will ally with someone far off. Suggestion is to add +50.
Socotra is known to the Ottomans. It has been seen to become Chinese early on (then the capital gets known and a maptrade reveals *a lot*)and in any case it can be used as a base for rapid Ottoman expansion east. Should belong to whomever controls Dofar (Aden/Yemen right now) and be orthodox/arabic.
Give Egypt a starting alliance, to keep them away from the Ottoman alliance. I get back with a suggestion, some in N Africa or Hedjaz.
Give BYZ a peaceful AI, they should seldom declare wars.

From the the AGC/EEP: British Isles & France Thread, particularly this post where all changes are included.

1. French Revolution events in general: it was agreed that with the non-existence of the USA, the FR would need a higher aristocracy level to activate. Those changes were properly implemented. Event ENG3049 was deleted from all FR triggers.

2. FR: Radical Republic will historically lead France to the Empire and Napoléon as a monarch.

3. FR: Republican Monarchy will give you the revolutionnary flag but won't give Napoléon as a monarch. "Le Consulat" will be the last effective ruler.

4. FR: Constitutional Monarchy won't give the revolutionnary flag and the monarchy will be kept. There is also a bunch of revolutionnary leaders that will be slept.

5. Revolutionnary monarchs are now initially dormant and awaked in proper events.

6. Napoléon now comes as a general leader in 1775. He dies in 1799 and comes back as a general again OR as a monarch depending of the situation.

Sochi back from Genoa to Georgia.
Discussed in Asia - A Map by MKJ. Wasn't commented on by anyone but Khephren. But it's been suggested to weaken Genoa in the Black Sea and MKJ wanted Georgia as a three provincer. Also it was the EEP setup.

To rebalance the Random Events:

New Tax now has no stabilty bonus for not enacting it, but dropped the instant cash bonus for enacting it.
Nobility Challenges Authority! lowered (from -2 to -1)
Clergy critisize raised for countries under 80 (from -1 to -2)

Other changes:

Saint performs miracle RR drop reduced (from -30 to -2) to put it in line with meteor sighted and Guru visits your land
Assasination event triggers so the -2 stability hits a country with any country below major status. Everything else just gets -1.

RR has now been redone. Its been lowered for all events (that raise or lower) by 1/2-3/4. It is still higher than in vanilla as those were not redone in light that revolts happen less frequently.

Also added Japanese random events that somehow got dropped (!!) as well as some of the badboy events added in the offical. I've also edited the RR and stability for the former to put thm more in line with other random events now.

DO NOT POST PERSONAL COMMENTS ON SUBMISSIONS AND/OR PROPOSALS IN THIS THREAD! See the list below. Discussion and comments regarding proposals and submissions are reserved for the appropriate thread. Nothing should be posted in this thread until it has been posted in a thread for the appropiate region/land/topic and some period of time for comment and discussions has elapsed. If there is no thread for your subject, create one! There it can be discussed and support gathered. It will be some time (at least a week) between submission and implementation, to give time for reviews and comments. Everything that are not bugs should be posted here. When is enough support gathered? It depends on the impact of your proposed change of course. Big changes need more widespread support. A guideline for changes that are not too big: If five persons are supporting it and two are against in the regional thread, after the discussion have died down, but not less that 10 days after it was suggested: post it! If someone get no response at all after 10 days, he should also post it. How should a submission here look? Change descriptions have to be concise but accurate, so that it's easy to know what's being changed. Submit the code if needed and if it's not too long. Parse events and put in comments. This means checking for bugs in the code. Try Chad's online parser. For everything but small changes appropiate tests are needed, like trigging them manually from the cheat prompt (F12) and run a hands-off test with some far off obscure nation, like Kongo. Use cheats "ney", "columbus" and "pappenheim". The proposed changes are in a well-known place, either the respective regional thread or a change proposals thread, just so there aren't any "surprises". It will be required that each proposal include a link to the place (post or the page it is on) it was originally proposed and discussed. For very long thread, add the post number as well. Everything agreed upon in the regional threads should be implemented, unless someone in the HC asks for the HC to vote upon it. Get correct ID's to help the person doing the compilation. Feel free to ask me (in PM) what ID's tp use, or look them up yourself in the ID repository sticky. How does the HC votes on submissions Any HC member can bring up things for voting, if there is some issue that is deadlocked in the thread discussion since some time, or already submitted. If a HC member wants to vote on the inclusion of a submission or just a part of it, post in the Agenda Thread, and send an email to all HC members, or ask me to send it. As you understand from this it will take some time from raising a question to the voting is concluded, one or two weeks. The results of the votes held so far are collected in the second post of the High Council thread. If you have a question on a submission, or submissions in general Please don't use this thread, since it will clutter up really quick and we will then get back to the situation that no one really knows what new material is finished and ready for inclusion. If you want to discuss the submission, use the thread it came from. BYZ should start out as vassal of OE. The starting alliance for OE ought to have higher relations with each other. They will declare lots of wars and have wars declared on them, with the current starting relations (0,0 and 50) the alliance will rapidly fall apart and OE will ally with someone far off. Suggestion is to add +50. Socotra is known to the Ottomans. It has been seen to become Chinese early on (then the capital gets known and a maptrade reveals a lot)and in any case it can be used as a base for rapid Ottoman expansion east. Should belong to whomever controls Dofar (Aden/Yemen right now) and be orthodox/arabic. Give Egypt a starting alliance, to keep them away from the Ottoman alliance. I get back with a suggestion, some in N Africa or Hedjaz. But it's been suggested to weaken Genoa in the Black Sea and MKJ wanted Georgia as a three provincer. French Revolution events in general: it was agreed that with the non-existence of the USA, the FR would need a higher aristocracy level to activate. Those changes were properly implemented. Event ENG3049 was deleted from all FR triggers. 2. FR: Radical Republic will historically lead France to the Empire and Napoléon as a monarch. 3. FR: Republican Monarchy will give you the revolutionnary flag but won't give Napoléon as a monarch. "Le Consulat" will be the last effective ruler. 4. FR: Constitutional Monarchy won't give the revolutionnary flag and the monarchy will be kept. There is also a bunch of revolutionnary leaders that will be slept. 5. Revolutionnary monarchs are now initially dormant and awaked in proper events. 6. Napoléon now comes as a general leader in 1775. He dies in 1799 and comes back as a general again OR as a monarch depending of the situation.
