Welcome to the Headquarters of the Ministry of Home Affairs

This office is in control over the Interior, Dept. of Justice, Coast Guard, Immigration, Citizenship and Customs. The attorney general is also under the auspices of the MHA.
The Minister of the MHA reports directly to the president, Mr. John O'Floinn.

Any citizens of EUtopia who wish to join the MHA in an advisory position may contact me privately, or apply publically through this forum.

EUtopian Customs implements 24 Hour Rule

As of 5/01, The EUtopian Dept. of Customs will implement a 24 hour rule on all imported cargo. This rule states that all imported cargo must submit proper documentation to the foreign port of loading, and the EUtopian port of discharge, 24 hours before departure of the vessel or plane.
This rule will allow EUtopian customs to review all imported cargo before it arrives in EUtopia. This will prevent smuggling, the violation of quotas, and the use of air and sea lanes to perform terrorist activities.
Any and all cargo that does not comply with the new 24 hour rule will be held at the port of discharge for inspection, either via X-ray, or standard human inspection. Please be advised that the importer of record will be responsible for any and all charges pertaining to the violation of the new rule. As a result, the MHA advises that all EUtopian companies involved in import advise their foreign shippers and sellers of this new rule, so as to avoid costly charges and delays.

I would like you to continue the work of the Immigration Bill... I believe I did a very good bill... some things must be done to complect it....

Our citizens that have been in captivity in France have been returned to us at last. The MHA has arranged for them to reside at the newly-constructed New Lancaster Prison barracks. These barracks are as secure as any military location, and are separate from the general population areas in the New Lancaster Pen.

This area has helicoptor access, so the citizens can be shuttled between the barracks and the location of their trial. As this area is a government-restricted area, citizens will not be allowed to visit the former captives without expressed permission from the office of the President.

It has come to this ministry's attention that the number of returning hostages supercedes the amount of hostages originally taken. The MHA has taken the following steps to ensure the safety of our citizenry.

- First of all, there is a posibilitiy that these "extras" may be French/EU spies/terrorists. As a result, I have recommended that all returned hostages in our custody be photgraphed before being returned. We will forward these photos to Scotland Yard. Upon receipt of assurance that the persons in question are not wanted by any government, they will be released.

- Second, these Extras may simply be foreign citizens released along with our citizens, in order to minimize international condemnation of holding citizens illegally. As a result, any citizen claiming to be a foreign national will be free to leave EUtopia, providing that their ambassador vouches for their citizenship and good repute.

- Finally, any Extra who is found to be a man of good repute is free to become a citizen of EUtopia, and will be released from custody as soon as they are debriefed and cleared of any wrongdoing.

Citizens of EUtopia,

The MHA is greatly disturbed by the goings on over the past week in EUtopia. The near death of Baron Baner, and the arrest of Dr. Vlaminck have caused a major disturbance in the order and structure of our society.
Although the Queen has decided not to press charges against Dr. Vlaminck and his associates, the MHA has ordered the police to further investigate Dr. Vlaminck's involvement with Fidel Castro and Kim Il Jong. These gentlemen represent factions that are opposed to the Democracy and freedom that the MHA has been created to protect. The MHA is acting to discover as to whether or not Dr. Vlaminick is involved in revolutionary and/or anarchist activities. If we find evidence that these activities are present in our nation, they will be dealt with swiftly and severly.
Furthermore, the MHA and the Dept. of Justice will not stand by and allow for the assault of those who call themselves "royalty." Although this government agency make no distinction between those men who title themselves nobility, and other citizens, we will not allow these people to become targets, just because of their political views. Our CSI team has obtained samples of the poison used at Baron Baner's home, and we will determine the origin of this poison. Please be assured that the culprits will be brought to swift justice.

Doctor Harding,

I for one applaud your decision to follow through with the nasty scourge of terrorism that seems to be dogging our peaceful island.

But I must question some of your methods. Is Dr. Vlaminck's association with Mr. Castro, such as it is, illegal? Eutopia does not abide by America's sanctions of Cuba. I, for one, have travelled to Cuba extensively, and have been warmly recieved by Mr. Castro (as I should, being a Eutopian minister).

What you are proposing is a violation of Dr. Vlaminck's rights as a Eutopian and his diplomatic immunity as a Eutopian member of parliament. If you have other proof of Dr. Vlaminck's so-called terrorist activities, feel free to act upon them; but such a witch hunt based solely on Vlaminck's worldwide political contacts is incomprehensible.

I believe that the ministry was specific in its statement that the MHA and government is not opposed to the politcal beliefs of the aforementioned gentlemen. However, the MHA is concerned that these men gained power by revolutionary means, and we are investigating Dr. Vlaminck's relationship with the two men. It is not illegal to have contact with foreign dictator's, however, it is illegal to receive foreign aid to plot against the EUtopian government, or to use foreign aid in order to cause damage to EUtopian citizens or property. Again, we have not issued a warrant against Dr. Vlaminck, and we are of the belief that we are not in violation of his rights by investigating his relationships with Fidel Castro and Kim Il Jong.

MHA ISSUES RETRACTION

Over the past weekend, the office of the MHA made a statement to the government regarding the identity of one of our extra fishermen. We received information from a back channel that one of the Extras was a descendent of the French Bourbon royal family. However, upon examination from our psychiatric analysts, we have discovered that the man who claimed to be Alphonse de Bourbon, is actually Al Bentley, a fisherman. Our psychiatrist diagnosed Bentley as suffering from Schizophrenia. During Bentley stay in France, he was denied use of his Lithium tablets, and began to think that he was a famous Frenchman. On behalf of the MHA and the government, we would like to apologize for any confusion our previous statements caused. We also would like to apologize to the French ambassador for accusing France of deporting a member of their former nobility.

This has nothing to do with a lack of desire or effort, but he must return to the United States regarding his business there. Minister Harding has worked efficiently and effectively in his time in office and I regret to lose his service. Death Penalty Study

The Parliament has legislated the following changes in the application of the death penalty in Eutopia and calls upon the creation of a commission to study issues relating to the application of the death penalty.

Under this legislation, the government must:

1) Establish a moratorium on the death penalty to review its effectiveness. This moratorium shall not apply to war crimes or crimes committed against the state during periods of government emergency. This moratorium shall last from enactment through the end of the next presidential term.

2) Clearly define what crimes are punishable by death, if any, and what crimes are not.

3) Define what sorts of appeals process and review process exist, to ensure that no innocents are executed.

4) End the barbaric practice of hanging as a form of capital punishment.

5) Determine exceptions, if any, that should exist to prohibit the application of the death penalty in cases where it would otherwise be mandated

The MHA now begins research on anti-terrorism legislation. The MHA wishes to explore different angles on the whole package of legislation required to meet the many demands such legislation must live up to.

General structure:

I want to devide the entire operation in the following 'branches'.

Intelligence gathering.

Intelligence processing.

Operation and execution.

Interaction with other institutions:

The entire operation must be given guidelines and rules on how to interact with existing institutions such as the army and army intelligence, the police, the law, and quite likely more besides.

Tasks: We will have to think about what we percieve as terrorism, and if our anti terrorism operation might be equally suited for other tasks as well. I want to limit overlap between several institutions by putting the whole package into a singel general structure such as the one outlined above. Let's try to kill as much birds with one stone as we can.

The MHA wishes to explore different angles on the whole package of legislation required to meet the many demands such legislation must live up to. General structure: I want to devide the entire operation in the following 'branches'. Intelligence gathering. Intelligence processing. Operation and execution. Interaction with other institutions: The entire operation must be given guidelines and rules on how to interact with existing institutions such as the army and army intelligence, the police, the law, and quite likely more besides. Tasks: We will have to think about what we percieve as terrorism, and if our anti terrorism operation might be equally suited for other tasks as well. I want to limit overlap between several institutions by putting the whole package into a singel general structure such as the one outlined above.
